What are the documents required for CE Certificate Application?


According to the new directives of the EU, the products are now classified in terms of the risks they carry. Some are in the high-risk group and others are in the low-risk group. Since the products are evaluated according to risk groups in the CE certification process, different ways are followed in this process.

In order for the company to put a CE mark on its product, the product must be in the low-risk group. The declaration to be issued by the manufacturer company (ie CE Certificate) guarantees that the product carries life and property safety, is not dangerous for human health, does not harm the environment and gives importance to energy saving. No other documents are required for CE Certificate. 

On the other hand, if the product carries a high risk, the firm must apply to an approval body and request an assessment of the product. Prior to this process, the manufacturer must create a technical file and submit it to the notifying body.

The approval body shall then see in the technical dossier the general description of the product, the drawings of the product design studies, the production processes, the list of the technical conditions of the product, the quality values ​​to meet the basic requirements of the relevant Directive and the test documents and reports of the product and will take its decision. In the technical file, there will be a declaration prepared by the manufacturer which explains that the product complies with the safety, environmental, health and consumer protection standards. However, since the product is in a high risk group, this declaration does not mean CE Certificate.

The approval bodies authorized by the member states to carry out the testing, inspection and certification studies of the products shall also be notified to the European Commission and announced in the EU official newspaper if deemed appropriate.

More than 10 notified bodies operate in our country. The only condition for being a notified body is that the requirements in the relevant regulations have been fulfilled. If necessary, the notifying body may request other information and documents from the manufacturer to make a decision.
